　　国务院：
　　我与阿拉伯埃及共和国政府已于一九九六年十一月十一日就“九七”后埃及在香港特区保留总领事馆问题换文。现送上我方照会（副本及非正式英文译文）和埃方照会（影印件），请予备案。我方照会副本和埃方照会正本已存外交部。
　　附件：如文。
　　阿拉伯埃及共和国驻华大使馆：
　　中华人民共和国外交部向阿拉伯埃及共和国驻华大使馆致意并荣幸地收到大使馆一九九六年十一月五日第１６４号照会，内容如下：
　　“阿拉伯埃及共和国驻华大使馆向中华人民共和国外交部致意并谨代表阿拉伯埃及共和国政府确认，双方经过友好协商，就阿拉伯埃及共和国在中华人民共和国香港特别行政区保留总领事馆问题，达成协议如下：
　　一、中华人民共和国政府同意阿拉伯埃及共和国政府在中华人民共和国香港特别行政区保留总领事馆，领区为香港特别行政区。
　　二、中华人民共和国政府根据中华人民共和国有关法律和规定，为阿拉伯埃及共和国驻中华人民共和国香港特别行政区总领事馆及其领事官员执行领事职务提供必要的协助和便利。
　　三、双方将本着协商合作的精神，根据国际法和国际惯例，友好地处理两国间的领事问题。
　　上述内容，如蒙外交部代表中华人民共和国政府复照确认，本照会和外交部的复照即构成两国政府间的一项协议，并自一九九七年七月一日起生效。”
　　中华人民共和国外交部谨代表中华人民共和国政府确认，同意上述照会内容。

　　　The Ministry of Foreign Affairs of the People's Republic of China
　presents its compliments to the Embassy of the Arab Republic of Egypt in
　China and has the honour to acknowledge the receipt of the latter's note
　No.164, dated November 5, 1996, which reads as follows:
　　　"The Embassy of the Arab Republic of Egypt presents its compliments to
　the Ministry of Foreign Affairs of the People's Republic of China and, on
　behalf of the Government of the Arab Republic of Egypt, has the honour to
　confirm that the two sides have,　through friendly consultations, reached
　the following agreement concerning the maintenance by the Arab Republic of
　Egypt of the consulate-general in the Hong Kong Special Administrative
　Region of the People's Republic of China:
　　　1. The Government of the People's Republic of China agrees to the
　maintenance by the Government of the Arab Republic of Egypt of its
　consulate-general in the Hong Kong Special Administrative Region of the
　People's Republic of China, the consular district of which shall be the
　Hong Kong Special Administrative Region.
　　　2. The Government of the People's Republic of China, in accordance
　with the relevant laws and regulations of the People's Republic of China,
　shall accord necessary assistance and facilities to the consulate-general
　of the Arab Republic of Egypt in the Hong Kong Special Administrative
　Region and its consular officers in the exercise of consular functions.
　　　3. The two parties shall handle consular matters between them in a
　friendly manner in the spirit of consultation and cooperation, and in
　accordance with international law and practice.
　　　If the above points receive the Ministry of Foreign Affairs'
　confirmation in a note in reply made on behalf of the Government of the
　People's Republic of China, the present note and the Ministry of Foreign
　Affairs' return note shall form an agr
